Bettina Burger-Menzel just looked over my written notes and just told me that this is a filter model. This is what his paper will show in detail. Technologie und Innovationsmanagement a. Its support for the industries, that are essential for the country, but are not as driving as for example the solar industry has on the economic growth of a country. We often find job losses in depressed industries (e.g. iron & steel). A worker from the steel industry just could get fired but with the state help he gets a retraining program so that he can work in the car building industry. Its a temporary help for the concerned industries. The Structural Design Policy is in control of the structural change. For example the state could say: Brandenburg an der Havel is a good place to build a new biotech cluster. We have a very good education system there (FH Brandenburg), so we could attract new scientists, could install new classes in university and students could do their internship in this new biotech cluster. We have low wages and taxes, a good food industry and connections to Berlin and their airports. (2) There is a degree in system conformity in market economics: 1. Importance for the system 2. System Damaging (e.g. price and wage controls) (2) Lets say the biotech cluster should be risen in Brandenburg. The state says: to give you advantages you can sell your products for half of the market price and we support you by paying 25% of the wages of your worker. That could lead to state failure but under all circumstances the other biotech clusters in Germany will get in contact that the state has used such instruments and they will interrupt this. (3) The problem could be that an instrument fits one policy in a good way but harms another policy. So the state decides to buy the new flue medicine from Brandenburg, which was possible because Brandenburg had definitely competition advantages over the other biotech clusters. If the decision making people have the power to redistribute the process of building up the biotech cluster maybe from Steinstrasse to the more expensive Hauptstrasse (where they have houses and were they get a big payout) then they will do so, because no one is harming them, they have an information advantage and so they get another benefit out of it. After all when it comes to realization this is done by spending transaction costs (e.g. to be subsidized by the State, funding, cooperation). These transaction costs are then used to built up company`s ground, install laboratories, buy research books, get access to needed patents (get licences) or simply pay out the workers. (4) It is possible to reduce the information gap by installing control instances and trying to distribute the needed information in a way that both parts (contract giver and contract taker) benefit from it. An example would be: the biotech sector will be built in Brandenburg. This process is lead by Mister Maier. He knows someone that can build this building for the company for 3, 5 Million and would offer Mister Maier a bonus of 130 000 if he gets the contract. From that point of view its important to use social aware and responsible human beings in such positions to prevent such problems. Incentive Systems Incentives could be the kind of financial or non financial, material or non material to let choose between two alternatives. (5) In state action incentives are used to promote a special action. The state should control that the incentives are given away in a dynamically way so that means that after the incentive is over the company that got that incentive still keeps on the work. But incentives could also be abused. Their will to work on a long lasting relationship with some state money is not given and its the governments turn to find and filter those free riders out. They produce thousands of rules for different aspects of daily, politically and economically life and its hard to get through all of it. It would motivate them if they argue to the incentive money. Functions of Economic Order The filter aspect of the economic order consists of system conformity and the essential and additional system functions. (2) Target compliant is a criteria that says if the main focus of an economic policy instrument fits to solve a special economic policy problem. In Brandenburg we will get a biotech cluster (in that case). So the state decides to buy the new flue medicine from Brandenburg, which was possible because Brandenburg had definitely competition advantages over the other biotech clusters. Also the amount of new PHD degrees that were given in that new sector could be a feedback for the technology policy. The state should control that the incentives are given away in a dynamically way so that means that after the incentive is over the company that got that incentive still keeps on the work. If government would not control their incentives systems and this may lead to state failure because no company sees the need to work with that money on a long lasting relationship between government and company. They produce thousands of rules for different aspects of daily, politically and economically life and its hard to get through all of it. It would motivate them if they argue to the incentive money.
